
The central government has introduced a significant amendment to the Passport Rules, 1980, making birth certificates the only acceptable proof of date of birth for individuals born on or after October 1, 2023.
What’s Changing?
Previously, passport applicants could provide various documents—such as a school leaving certificate, Aadhaar card, or driving licence—as proof of date of birth. However, under the new rules:
Only birth certificates issued by:
- The Registrar of Births and Deaths
- The Municipal Corporation
- Any other authority empowered under the Registration of Births and Deaths Act, 1969
…will be accepted as proof of date of birth for those born on or after October 1, 2023.
When Will This Rule Come Into Effect?
The amendment has been officially notified this week and will take effect once it is published in the official Gazette.
What About Applicants Born Before Oct 1, 2023?
For those born before October 1, 2023, alternative documents—such as:
- School leaving certificate
- Driving licence
- PAN card
- Aadhaar card
…will continue to be accepted as valid proof of date of birth.
Why This Change?
The government aims to standardize the documentation process for passports and ensure a single, verified source for confirming an applicant’s date of birth.
